How do you translate a Romanian diploma for WES or USCIS?
When WES or ECE needs your Romanian documents in English, they ask for a word-for-word translation, and USCIS asks for a full translation with the translator’s signed certification. We translate Romanian and Moldovan education documents: the diplomă de licență or master’s diploma, the diploma supplement (supliment la diplomă), the transcript (foaie matricolă) and the diplomă de bacalaureat. We charge by the page: $25 for the first page and $20 for each additional one. The translation is ready within 24 hours after payment.
Romanian degree documents
A Romanian degree is a diploma, such as the diplomă de licență for a bachelor’s degree, plus an annex with every course and grade: the diploma supplement (supliment la diplomă) or the transcript (foaie matricolă). CNRED, the national center for the recognition of diplomas, treats them as a set: to authenticate a bachelor’s or master’s diploma for use abroad, you submit the transcript or diploma supplement with it (CNRED (opens in a new tab)). The application is online, and the fee is 50 RON for each document. High school documents, the diplomă de bacalaureat among them, are authenticated by the county school inspectorate or the Bucharest school inspectorate instead.
The Europass diploma supplement is issued by the university that awarded the degree and doesn’t replace the diploma itself (Europass (opens in a new tab)). We translate both.
Moldovan documents
In Moldova, the Ministry of Education and Research authenticates study documents through its center CTICE, which takes 20 working days after it receives a complete file. For a university degree it asks for the diploma with its supplement (the annex to the diploma); for school leavers, the diplomă de bacalaureat. The apostille on Moldovan documents is applied by the Ministry of Justice (Ministry of Education and Research (opens in a new tab)).
For DV lottery applicants with a diploma issued by the de facto authorities in Transnistria, the Department of State says to obtain a recognized copy issued by the Moldovan government through the Ministry of Education and Research and to submit that copy with the visa application (U.S. Department of State (opens in a new tab)).
What the translation includes
The diploma’s series, number, registration date, seals and signatures; every line of the supplement or transcript, with course titles, hours or credits, grades and the grading notes as printed; the authentication or apostille if there is one. Grades stay as they appear: converting them to a GPA is the evaluator’s job. Names keep ș, ț and ă unless your passport spells them another way.
Where the translation goes
- WES: a word-for-word translation by a professional translator; WES doesn’t accept translations made by the applicant (wes.org (opens in a new tab)). What WES and ECE accept
- ECE: a word-for-word translation in the same format as the original (ece.org (opens in a new tab)).
- USCIS: a full translation and the translator’s signed certification. What USCIS accepts
- DV lottery: proof of education for the visa interview. Which documents to translate for the DV lottery

Questions
My diploma supplement is partly in English. Do I still need a translation?
For USCIS, yes: the rule asks for a full English translation of a document with foreign-language text, so the Romanian parts are translated too. WES decides per document what it needs, and your WES account shows it.
How much does it cost?
We charge by the page: $25 for the first page and $20 for each additional one. A diploma is one page; a supplement listing every course usually runs several. Send photos, and we’ll give you the exact price.
Do I need a notary or an apostille?
Not for USCIS: it asks for the translator’s signed certification, and it’s included. If an evaluator asks for an apostille, that is done in Romania or Moldova; we translate it once it’s on the document.
How long does it take?
1–4 documents: within 24 hours after payment; faster, within 12 hours (+$15 a page) or 3 hours (+$30 a page, paid between 8 am and 6 pm Pacific time). For 5 or more, we give you the date with the quote.
