How do you translate a Romanian birth certificate for USCIS?

Checked , based on travel.state.gov (opens in a new tab)

USCIS asks for a full English translation of a Romanian birth certificate with the translator’s signed certification. We translate the Romanian certificat de naștere in full: the certificate, a duplicate or a multilingual extract, every stamp and signature included. A birth certificate is usually one page: $25, ready within 24 hours after payment.

Romania

A Romanian birth certificate (certificat de naștere) is issued by the civil status office (Oficiul Stării Civile) of the local mayor’s office, with an ink stamp and the signature of the civil status officer (U.S. Department of State (opens in a new tab)). If the original is lost, a civil status office issues a duplicate.

Romania also issues multilingual extracts (extras multilingv) under the 1976 Vienna Convention on civil status records. They are meant for foreign authorities of the countries in that convention and cannot be used before Romanian authorities (Hațeg town hall (opens in a new tab)). The United States isn’t one of those countries, and USCIS asks for a full English translation of any document containing a foreign language (8 CFR 103.2(b)(3) (opens in a new tab)).

Born in Moldova

A Moldovan certificate, a Soviet one in Russian included, has its own guide: Moldovan birth certificate translation.

What the translation includes

Every field, the stamps and signatures, any note on the back and the codes printed on the form. Names keep their Romanian letters, such as ș, ț and ă, unless your passport spells them another way: then the passport spelling goes into the translation. Tell us the spelling when you order, and it will be the same in every document of your order.

Where the translation goes

  • USCIS: the translation and certification filed with a copy of the certificate. What USCIS accepts
  • NVC and US consulates: the Department of State doesn’t ask for a translation of a certificate in Romanian if you are applying for your visa in a country where Romanian is an official language. What NVC accepts
  • Immigration court: a typed certification with the translator’s address and phone. What the court accepts

Our Romanian documents are translated and certified by a native Romanian speaker. What to file in your case is for you or your attorney to decide.

Questions

I have a multilingual extract with English on it. Do I still need a translation?

USCIS’s rule asks for a full English translation of any document containing a foreign language and makes no exception for multilingual extracts. We translate one like any other certificate, at the same price.

How much does it cost?

A birth certificate is usually one page: $25. Each additional page in the same order is $20, so three certificates are $65.

Do I need a notary or an apostille?

Not for USCIS: it asks for the translator’s signed certification, and it’s included. If your certificate already has an apostille, we translate it too.

How long does it take?

1–4 documents: within 24 hours after payment; faster, within 12 hours (+$15 a page) or 3 hours (+$30 a page, paid between 8 am and 6 pm Pacific time). For 5 or more, we give you the date with the quote.
